Well, the "resource to build electric car" could and may well be > "resource to build fossil fuel car", and depending on the generation method for electricity "resource to run electric car" nay be non zero.

Yes, but what effect does that have on anything?And that a proportion of petrol/diesel vehicles have already been built and will stay on the road for years after the ban.
Unless you are suggesting a scraping scheme of some sort. I think the clean air restriction being created around cities are designed to nudge people into getting rid olf older vehicles sooner.
But that’s entirely and different equation to the one ed detailed which is the new car decision.

Not by me, and I agree that synthetic fuels will be important, but I doubt that it will be mass market, more of a enthusiasts thing at a higher price. There is talk that Audi/Porsche would get involved with F1 if synthetic fuels were adapted.
